WP1 Project Management - WP Leader GEOWEB

Description
WP1 consists on the coordination of the project activities, the management of the communication among the partners and with the Commission, the overall legal, contractual, ethical, financial and administrative management of the Consortium, and the coordination, the update and management of the Consortium Agreement together with the implementation of all actions necessary to fulfill the obligations of the Grant Agreement.



WP2 User Requirements - WP Leader CLGE

Description
The acceptance of Galileo HAS from all the Value Chain players is fundamental for its effective Market exploitation. Galileo HAS innovations will impact on Cadastral Surveying Procedures, Local Augmentation Architectures and Services’ development and Cadastral Regulation. All such “Galileo Users” will be involved in collecting and defining all the relevant functional and Non-functional Requirements. These will be the basis for the Architecture Design, Validation and Business Plan Development. The User Requirements from the whole Cadastral Surveying Value Chain will be gathered, through questionnaires to be filled in by single International Organizations (e.g. CLGE and PCC) as well as by relevant Stakeholders (e.g. Augmentation Service Providers). The expected requirements coming from Galileo E6B and complementary Local Services (e.g. Local STEC, ZTD and satellite biases) will be here analyzed.

WP3 Architecture Design - WP Leader SOGEI

Description
WP3 will design the Architecture and Interfaces of the GISCAD-OV Service Operator Control Centre and the Augmentation Infrastructure to be used during the Pilot Project for developing PPP-AR and PPP-RTK. In addition, a testbed of Cloud Surveyors Services and Infrastructure Monitoring will be developed. The User Receivers able to decode Galileo PPP corrections, as well as Local Augmentation assistance data and interfaces toward the Galileo GSC will be designed

WP4 Pilot Projects - WP Leader CLGE

Description
Pilot Projects in Western, Central and Eastern Europe are carried out. At this aim the GASOp, Interfacing with single Local Augmentation Systems within the Countries hosting the Pilots, as well as Galileo E6 enabled Professional upgraded receiver and smartphone will be developed and tested. Different Local Ionospheric and Tropospheric Estimation implementations will be integrated and benchmarked in terms of TTFA achievability and Accuracy on-the field. Single Pilot Projects will be set up and organized, through relevant hosting Countries Professionals and NMCAs. A standardized Cadastral Survey procedure will be developed and provided to the Professionals in order to have coherent input for the validation phase. A building Infrastructure Monitoring test will be carried out, based on GNSS and 3D Surveying and mapping techniques. The Pilots will be carried out in collaboration with competent Institutions (e.g. National Civil Protection Department) for analyzing the use of the new solution for Disaster Prediction and Management.

WP5 Validation - WP Leader SOGEI

Description
Taking the recorded Pilot Projects Survey Results, a detailed validation activity will be performed in WP 5, in order to collect relevant features for the Cost/Benefits Analysis; the Validation will be divided in two main branches: Scientific GNSS Performance Analysis and Value Chain Cadastral Analysis (Augmentation Services Providers, Mapping and Cadastral Agencies, Surveyors).

WP6 Standardization and Regulation - WP Leader TUD

Description
Standardization deals with every activity relevant for surveying activities. ISO standard 19152 LADM (Land Administration Domain Model) will be analyzed and update proposed concerning a refined cadastral survey information model, technical models for encoding survey data and best practise for workflow. GNSS Augmentation messages formats upgrades and protocols will be studied through the participation in RTCM WGs. Proposals for SC-104 and SC-134 will be carried out by RTCM SC-104 SSR Chairman and RTCM SC-134 Committee Vice-Chairman. Reference Frameworks Harmonization and Coordinates will be carried out through the participation in EUREF activities.

WP7 Business development and Dissemination - WP Leader GEOWEB

Description
This work package will be in charge of updating the preliminary business plan submitted in attachment to the project proposal. The purpose will be to assess further and validate the preliminary assumptions pertaining to the outcomes of the on-field testing and benchmarking carried out during the project. The main output will therefore be an updated CBA focusing on the sustainability of the GISCAD-OV business approach and model. In addition, WP7 will manage and implement the dissemination activities of the project targeting the widest audience and also identifying all relevant exploitation opportunities.
